Request for Proposal (RFP) – Comprehensive Sexuality Education & Increasing Access to Condoms/Lubricants for Adolescent & Young People in Lagos State

1. Introduction

Action Health Incorporated (AHI) is a non-profit organisation committed to creating opportunities for young people’s successful transition to productive adulthood. Since its establishment in 1989, AHI has served as an advocate and catalyst for creating better life options for young peoples in Nigeria.

AHI is issuing this Request for Proposals (RFP) to identify and select a youth-led Organisation to implement a project aimed at increasing knowledge of Comprehensive Sexuality Education (CSE) and improving access to condoms and lubricants among adolescents and young key populations (aged 15-24 years) in Lagos State, Nigeria.

2. Project Context and Rationale

Adolescents and young adults face significant challenges related to sexual health. These challenges include limited access to accurate information on sexuality, inadequate access to commodities like condoms and lubricants, and societal stigma that hinders their ability to make informed decisions regarding their sexual health. The consequences of these challenges are far-reaching, contributing to higher rates of STIs, unplanned pregnancies, and related health complications.

Recognising the need of this population, this project aims to empower youth-led organisations to deliver comprehensive programs that address these critical gaps. By increasing knowledge on CSE and improving access to condoms and lubricants, the project seeks to foster a culture of responsible sexual behaviour, reduce the transmission of STIs, and improve the overall health and well-being of young key populations in Lagos State.

3. Project Goal and Objectives

Goal: To increase knowledge on Comprehensive Sexuality Education and increase access to condoms and lubricants among adolescents and young key populations through youth-led organisations in Lagos State.

Objectives:

  • Enhance the capacity of peer educators within key populations to effectively disseminate information on CSE and promote the use of condoms and lubricants.
  • Increase awareness of CSE and the importance of condom/lubricant use in preventing STIs among adolescents and young key populations in Lagos State.
  • Improve access to condoms and lubricants for adolescents and young key populations in Lagos State.
  • Establish a robust monitoring and evaluation system to track project progress and measure impact.

4. Project Activities and Strategies

The selected CSO will be responsible for implementing the following activities:

  1. Capacity Building for Peer-to-Peer KPs: Provide training and resources to peer KPs to enhance their knowledge and skills in condom and lubricant programming and CSE.
  2. Community Engagement: Facilitate face-to-face and online community dialogues and outreach programs to raise awareness about the importance of CSE and condom/lubricant use in preventing sexually transmitted infections (STIs) among the Key population.
  3. Advocacy Campaigns: Develop and implement advocacy campaigns to promote the use of condoms and lubricants among youth key populations.
  4. Monitoring and Evaluation: Establish mechanisms to monitor and evaluate the impact of condom and lubricant use and knowledge on CSE initiatives.

5. Target Audience

The primary target audience of this project is adolescents and young people aged 15-24 years in Lagos State.

6. Expected Outcomes

  • Increase knowledge on Comprehensive Sexuality Education among adolescents and young key populations in Lagos State
  • Increased access to condoms and lubricants among adolescents and young key populations in Lagos State
  • Improved attitudes and perceptions towards condom and lubricant use among youth key populations.
  • Increased demand for sexual health services among adolescents and young people
  • Strengthened the capacity of youth-led organisations to deliver effective CSE programming.

7. Proposal Requirements

Interested Youth-Led Organisations are invited to submit a detailed proposal that includes the following sections:

  • Organisation Profile: A brief overview of the organisation, including its mission, vision, relevant experience, and organisational structure.
  • Project Understanding: A clear demonstration of understanding the project goals, objectives, and activities.
  • Technical Approach: A detailed description of the proposed strategies and activities, including a work plan with timelines and deliverables.
  • Monitoring and Evaluation Plan: A comprehensive plan for monitoring and evaluating the project’s progress and impact.
  • Budget: A detailed budget breakdown, including all direct and indirect costs.

8. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Technical Merit: The quality and feasibility of the proposed strategies and activities, including the soundness of the monitoring and evaluation plan.
  • Organisational Capacity: The organisation’s experience, expertise, and resources to successfully implement the project.
  • Budget: The reasonableness and cost-effectiveness of the proposed budget.
