Background
Action Health Incorporated (AHI) with support from the United Nations Population Fund (UNFPA), is seeking a qualified Research Consultant to develop a comprehensive Monitoring and Evaluation (M&E) Framework to guide the implementation of out-of-school Comprehensive Sexuality Education (CSE) programs across communities in a Nigerian State. This initiative aims to ensure effective delivery, tracking, and improvement of out-of-school CSE, which promotes age-appropriate education on sexual health, rights, gender equality, and responsible behaviors among young people.
The consultant will work closely with stakeholders, including government officials, educators, NGOs, and community leaders, to create a robust M&E system that aligns with national and state policies.
This is a short-term consultancy position, with an expected duration of 1 month, depending on the agreed timeline. The role is based in Nigeria, with potential for remote work components.
Objectives
The primary objective is to develop an M&E framework that:
- Provides clear indicators, tools, and processes for tracking out-of-school CSE implementation.
- Ensures data-driven decision-making for program adjustments.
- Facilitates reporting to donors, government bodies, and partners.
- Promotes sustainability and scalability of out-of-school CSE initiatives in Nigeria State.
Scope of Work
The consultant will undertake the following tasks:
- Develop M&E Framework: Design a logical framework (logframe) including inputs, outputs, outcomes, and impact indicators. Incorporate qualitative and quantitative metrics, data collection methods (e.g., surveys, focus groups), and tools (e.g., dashboards, reporting templates). Consultant to work on the global out-of-school framework to domesticate for application in Nigeria. Framework to cover implementation among ley population, digital and non-digital, community, Technical and Vocational Centers, Safe Spaces
- Stakeholder Engagement: Facilitate workshops and meetings with relevant parties (e.g., Ministry of Education, Health, Youth; schools; NGOs or local partners) to validate the framework and build capacity.
- Pilot Testing: Recommend a pilot phase for the framework in selected schools or districts, including guidelines for data collection and analysis.
- Risk and Sustainability Planning: Identify potential risks in M&E implementation and propose mitigation strategies, along with recommendations for integration into state education systems.
- Documentation: Produce a final report with the M&E framework, user manual, and training materials.
Deliverables
- Submit a workplan outlining methodology and timeframe for completion (within 1 week of contract start).
- Draft M&E Framework document, including indicators, tools, and templates
- Stakeholder validation workshop report and revised framework (within 3 months).
- Training materials and handover session for key stakeholders.
All deliverables must be submitted in English, in digital and hard copy formats where required.
Qualifications and Experience
- Advanced degree (Master’s or PhD) in Education, Public Health, Social Sciences, Monitoring and Evaluation, or a related field.
- At least 7-10 years of experience in M&E framework development, preferably in education, health, or adolescent programs.
- Proven expertise in CSE or reproductive health education, with knowledge of the Nigerian context.
- Strong skills in qualitative and quantitative research methods, data analysis tools (e.g., SPSS, NVivo), and report writing.
- Excellent facilitation, communication, and stakeholder engagement skills.
- Familiarity with international standards (e.g., UNESCO CSE guidelines, WHO frameworks).
- Ability to work independently and meet deadlines.
Preference will be given to consultants with experience in gender-sensitive programming and local language proficiency (e.g., Yoruba).
Timeline and Duration
- Contract Duration: 1 month (part-time or full-time equivalent, negotiable).
- Start Date: December 1, 2025.
- Key Milestones: As outlined in deliverables.
Budget and Payment
A competitive fee will be offered based on experience and qualifications. Payment will be milestone-based (e.g., 40% upon signing of contract, 40% upon draft submission, and 20% upon final approval).
