Project Background
Action Health Incorporated (AHI), with support of the Nigeria Humanitarian Fund (NHF), is implementing the Strengthening Access to Integrated Healthcare Services for Vulnerable Populations in Damboa LGA, Borno State (STRENGTH PROJECT) from July 2025 to January 2026.
The project addresses the critical health needs of vulnerable populations in Damboa Local Government Area (LGA) of Borno State, Nigeria. The overarching goal is to improve access to quality, life-saving services and strengthen community resilience through a multi-pronged approach that integrates preventive and curative healthcare services. The project aims to strengthen access to life-saving integrated primary health services for internally displaced persons (IDPs), returnees, people in extremely hard-to-reach areas, and host communities, ensuring equitable, safe, and accountable service delivery.
As the project nears completion, a rapid endline impact assessment is proposed to support the exit strategy, early recovery interventions, and the Humanitarian Development and Peace Nexus (HDPN) framework.
Purpose of the Consultancy
The consultant will conduct a rapid endline impact assessment to measure the project’s achievements, identify lessons learnt, support exit strategies, early recovery approaches, and HDPN. This assessment report will inform future programming, thus enhancing accountability to affected populations and stakeholders.
Objectives
- Evaluate the extent to which the project has enhanced access to healthcare information and services as provided to specific demographics across communities in the LGA.
- Identify challenges, best practices, and lessons learnt to support the exit strategy and early recovery interventions.
- Provide evidence-based recommendations for aligning with HDPN principles, promoting long-term peacebuilding and development linkages.
Scope of Work
The consultant will:
- Design and implement a robust assessment methodology, including quantitative surveys, qualitative interviews, focus group discussions (FGDs), and key informant interviews (KIIs) with beneficiaries, community leaders, health workers, and stakeholders.
- Ensure rights-based approaches, including gender-sensitive, inclusive, and conflict-sensitive approaches, with specific attention to vulnerable groups (women, girls, PWDs).
- Conduct fieldwork in Damboa LGA, adhering to security protocols and ethical standards.
- Analyse data to measure key indicators such as access to services, service quality, community resilience, and HDPN alignment.
- Draft a comprehensive report with findings, recommendations, and an executive summary.
- Present findings to the project team and stakeholders via a virtual or in-person workshop.
The assessment will cover the project’s implementation scope and period in the Damboa LGA.
The consultant is expected to propose a detailed methodology in their application.
Deliverables
- Inception report outlining methodology, work plan, and tools (within 1 week of contract start).
- Field Work
- Draft assessment report (including data sets, annexes, and visuals).
- Final assessment report (incorporating feedback).
- Presentation slides and a debriefing session.
- All raw data, transcripts, and analysis files.
Qualifications and Experience
- Advanced degree in Public Health, Social Sciences, Monitoring & Evaluation, or a related field.
- At least 3 years of experience in conducting endline/impact assessments in humanitarian or development contexts, preferably in health projects.
- Proven expertise in HDPN approaches, early recovery, and exit strategies.
- Experience working in conflict-affected areas, particularly in Northeast Nigeria.
- Familiarity with ethical standards, gender mainstreaming, and inclusion of vulnerable groups.
- Excellent communication skills in English; knowledge of local languages (e.g., Hausa, Kanuri) is an asset.
- Ability to work independently under tight deadlines and in challenging environments.
