1. Background
SoftLife247 (www.softlife247.com) is a digital learning platform dedicated to providing Nigerian adolescents and young people aged 10–24 with accessible, age-appropriate Comprehensive Sexuality Education (CSE) and Sexual and Reproductive Health and Rights (SRHR) content. The platform plays a critical role in equipping young people with accurate information, life skills, and resources to support informed decisions about their health and well-being.
A detailed Technical/UX Review of the platform has been conducted, identifying gaps in interactivity, user experience, privacy safeguards, and system performance. In response to these findings, Action Health Incorporated seeks a qualified IT Vendor to comprehensively redesign and remediate the SoftLife247 platform so that it becomes an interactive, accessible, and high-performing digital learning tool.
2. Objective of the Assignment
To redesign and technically upgrade Softlife247.com so that it functions as an interactive, accessible, and secure youth learning platform
3. Scope of Work
The selected vendor will be responsible for the end-to-end redesign and remediation of SoftLife247, including (but not limited to)
3.1 Privacy, Safeguarding and Data Protection
- Build privacy, safeguarding and policy pages, and redesign data-collection forms to be clear, consent-aware and data-minimal.
- Redesign all data-collection forms (registration, WhatsApp opt-in, age/gender prompts) to state, at the point of collection, why each field is needed, whether it is optional, how it will be used, who can access it, how long it is retained, and how a user can withdraw or delete it.
- Review and reduce the data fields currently collected to only what is genuinely necessary; propose broader ranges/categories where full precision is not required.
3.2 Homepage, Navigation and Information Architecture
- Homepage redesign: Redesign the hero section with a clear value proposition.
- Content order: Structure the homepage in a logical sequence, learning tracks, how the platform works, featured lesson, impact statistics, approved testimonials, subscription, and safety/footer information.
- De-duplicated navigation: Audit and remove duplicated menu structures currently appearing in header, footer, and accessibility/SEO markup; ensure a single source of truth for navigation across desktop and mobile.
- In-page navigation: Break long, single-scroll content pages into shorter sections with a clickable table of contents, visual section breaks, and a “back to track overview” link.
3.3 Technical, UX, Privacy and Performance Remediation
- Implement a clear certificate system and learner dashboard (progress tracking, eligibility, download/verification).
- Fix course cards, navigation (Previous/Next, progress indicators, mobile menus), and eliminate duplicated elements.
- Remediate quiz implementation (relevant-page loading only, removal of duplicates, answer explanations, pass-mark display, results saving, accessibility).
- Improve Contact page, subscription flows and forms.
- Optimise performance (Core Web Vitals, image optimisation, lazy-loading, caching, clean codebase) and ensure full mobile and low-bandwidth usability.
- Conduct accessibility, security and cross-device testing.
3.4 Cross-cutting Requirements
- Youth user testing throughout the process.
- Knowledge transfer and handover documentation.
- Alignment with UNFPA digital, accessibility, privacy and safeguarding standards.
Post-Launch Support, Maintenance and Warranty
The selected vendor shall provide post-launch support, maintenance and warranty services for a minimum period of six months after the website goes live. This support shall ensure that the redesigned SoftLife247 platform remains stable, secure, functional and responsive to user feedback after launch.
The post-launch support shall include, at minimum:
- Bug fixing and resolution of technical issues identified after launch.
- Support for registration, login, learner dashboard, quiz, certificate generation and download functions.
- Monitoring of website uptime, page performance and general platform stability.
- Minor layout, content-placement or usability adjustments arising from post-launch user feedback.
- CMS, plugin, theme and security updates, where applicable.
- Backup configuration and support for restoration in the event of failure.
- Support for analytics/reporting setup and verification.
- Response to critical issues within an agreed service-response time.
- Handover support to AHI/UNFPA administrators.
- Submission of a short post-launch support report at the end of the warranty period, documenting issues resolved, pending risks, and maintenance recommendations
4. Key Deliverables and Indicative Timeline
The project is expected to run for six (6) to eight (8) weeks from contract signature, followed by a six (6) month post-launch support, maintenance and warranty period from the date the site goes live. The exact timeline will be finalised with the selected vendor.
Key deliverables include:
- Inception report and detailed workplan (including mapping of all major review findings to proposed solutions).
- Revised information architecture, wireframes and interactive prototypes.
- Fully redesigned and developed SoftLife247 platform (staging and production environments).
- Content restructuring
- Learner dashboard and certificate system.
- Privacy, safeguarding and policy pages.
- Performance, accessibility and security audit reports.
- User testing reports (including youth feedback).
- Training and comprehensive handover package (technical documentation, content management guide, maintenance recommendations).
- Final report.
5. Eligibility and Minimum Qualifications of Bidding Firms
Bidding vendors must demonstrate the following minimum qualifications. Proposals from firms that do not meet mandatory criteria will be deemed non-compliant and will not proceed to technical scoring.
- Corporate experience: Minimum three (3) to five (5) years’ experience in website/web-application design and development, with at least three (3) comparable projects delivered in the last five years (mandatory). At least one project involving privacy-sensitive users
- Technical capability: Proven capability in responsive web design, CMS development, data-privacy-by-design implementation, e-learning/quiz functionality, and web accessibility standards
- Team composition: Proposals must include CVs for the proposed project lead, UX/UI designer, backend/frontend developers, QA/testing lead, and a data-privacy/security focal point.
- Registration and compliance: Valid corporate registration.
6. Evaluation Criteria
Proposals will be evaluated using a combined technical and financial scoring methodology. Only firms scoring at least 70% on the technical evaluation will have their financial proposals opened and scored.

7. Submission Requirements
Interested firms/vendors must submit a single proposal package comprising the following,
Proposals must include:
- Technical approach and methodology (explicitly addressing how the firm will resolve the Technical/UX Review findings).
- Detailed workplan and timeline.
- Team composition and CVs of key personnel.
- Company profile and relevant past experience (with links or references).
- Bidders must include a detailed costing breakdown
